Joseph D. Alaimo
Joseph D. Alaimo is the Chief Executive Officer and owner of EIS, Inc. and a former Deputy Chief of Police with more than 30 years of experience in law enforcement, homeland security, criminal investigations, and emergency preparedness.

EIS, Inc. is owned and operated by Joseph D. Alaimo, Chief Executive Officer. Mr. Alaimo is a former Deputy Chief of Police from a major city police department and a highly decorated law enforcement professional with more than 30 years of experience in public safety, security operations, and criminal investigations.

Throughout his career, Mr. Alaimo has developed extensive expertise in Homeland Security, law enforcement leadership, criminal investigations, active shooter preparedness, and emergency response planning. His background includes comprehensive knowledge of law enforcement policies, regulations, and operational procedures, along with a proven ability to develop and direct effective security and investigative programs.

Mr. Alaimo is a service-connected disabled United States Navy veteran, having served aboard the USS San Bernardino (LST-1189). He currently serves as Executive Director of School Safety and Security for the Foundation for School Safety and Security, a position he has held since March 2015.

His numerous awards and commendations include:

Mr. Alaimo received the Police Officer of the Year Award for his heroic actions on Christmas Day 1991, when he assisted in capturing a suspect while performing CPR on a police officer who had been shot in the line of duty, helping save the officer’s life.

He is also a Notary Public for the Commonwealth of Massachusetts and remains active in several professional organizations, including:

Melissa Smerdon
Melissa Smerdon serves as Vice President of Operations at EIS, Inc., where she manages day-to-day operations, staff supervision, scheduling, payroll, and client relationships while supporting the company’s continued growth and operational excellence.

Melissa Smerdon is the Vice President of Operations at EIS, Inc., where she oversees the company’s daily operations and helps ensure the organization delivers high-quality security and investigative services.

Since joining EIS, Inc. in 2018, Melissa has played a critical role in supervising staff and contractors, coordinating employee scheduling, managing payroll operations, assisting with accounts receivable and payable, and supporting contract procurement. She also helps implement employee training programs and works closely with leadership to maintain strong client relationships and business partnerships.

Prior to joining EIS, Inc., Melissa worked as a Payroll Specialist with Payroll Professionals of New England, managing payroll operations for more than 50 clients. Her responsibilities included processing weekly and bi-weekly payroll, handling federal and state tax filings, and assisting the Department of Homeland Security and the Department of Labor in identifying fraudulent identity and payroll activities.

Melissa is a Certified Payroll Specialist through the National Association of Certified Bookkeepers and has completed professional coursework in psychology, accounting, and banking.

  • CPR / First Aid / AED Certified

Wendy Belanger serves as Lieutenant and Operations Services Bureau Commander at EIS, Inc., where she oversees uniformed security personnel and supervises field operations across multiple client locations throughout Massachusetts.

Wendy Belanger has been a dedicated member of EIS, Inc. since 2010, beginning her career with the company as a security guard and steadily advancing through the ranks to her current role as Lieutenant and Operations Services Bureau Commander. Through years of commitment, leadership, and operational expertise, she has become an integral part of the organization’s management team.

In her current role, Lieutenant Belanger oversees all uniformed security guards and their supervisors, ensuring that personnel maintain the highest standards of professionalism, preparedness, and service. She is responsible for coordinating security operations across multiple client sites and ensuring that each location’s specific patrol procedures, security protocols, and operational requirements are consistently followed.

Lieutenant Belanger is highly knowledgeable about the needs and expectations of EIS clients and works closely with both personnel and client representatives to ensure smooth and effective security operations. She frequently travels throughout Massachusetts and New Hampshire to visit client locations, conduct site inspections, and maintain strong working relationships with client contacts.

As part of her operational responsibilities, she conducts routine inspections of security personnel, patrol activities, duty logs, and incident reports to ensure compliance with company policies and client requirements. She also serves as an immediate response supervisor for incidents that require escalation, providing leadership and support during critical situations.

Known throughout the organization for her energy, professionalism, and positive leadership style, Lieutenant Belanger plays a key role in maintaining high employee morale and operational effectiveness. Her commitment to excellence and dedication to both employees and clients contribute directly to increased client satisfaction and the continued success of EIS, Inc.
